As far as strategy goes I would definitely recommend this card because of its free retreat cost, what I would probably do would be two put two energy cards on it so I could move it into the active Pokemon spot whenever my opponent has a new active Pokemon, that way I could use Poison Sting and poison the defending Pokemon, then the next turn either retreat it for free, or use Fury Swipes which should be able to do at least 60 damage each turn

It goes on the stack after they've drawn and looked at all the cards and finished resolving the spell or ability that caused them to draw cards
